UCS_ensureNetworkObjectExists

Description: Makes sure that the network object exists in the UCS.
Parameter:

• netmaskBits: Amount of set bits in the netmask.
• networkIP: Network IP (ends with .0)

Returns:

• : Generic name for a network object in UCS.
