GRP_safeSettings

Description: Makes the contents of the input variables safe for SQL usage.
Parameter:

• groupName: name of the group
• type: Type of the group setting (can be used to identify the places where it should be used)
• var: Name of the group setting.
• val: Its value.

Returns:

• group ID on success, false otherwise.
